This value (0) is a hold-over from the old (prev SBBS v3.20) xtrn.cnf file format/support and shouldn't really be needed any more (with xtrn.ini which support default key values). Or at least, this value should not be a listed configuration option/setting in SCFG:

In SBBS, "Unspecified" is treated the same as "retain".
